Following are a few places (instead of ways) where you can use free internet on your SIM card:
(1) Airports and a few modern train and bus stations. In India Ola cabs also provide free wifi to their passengers.
(2) McDonals and other international food chains, Cafes and other good restaurants
(3) Some malls also offer free wifi
(4) Cities like Kathmandu (Nepal) and few other in western world, also provide lots of Free Wifi hotspots through out c
Do one thing.
Turn your mobile and remove battery and then remove SIM card(If you have non-removable battery just turn your mobile off and then remove SIM card).
Put the Sim card in boiling water for an Hour and Insert it in your mobile.
It should work if it doesn't pray to God to give you free data or Pray something like “God, OH almighty God! Please hear your children’s wish, please someone unknown person whose number is near to me recharges to my number by mistake.”
It should definitely work if it doesn’t then go to you Parents and ask them for some money and recharge through it. Ultimately its free for you.
If that also doesn’t work then Get your rich friend’s mobile and remove his Sim card and insert it in your mobile. Enjoy!!!

Having a SIM implies connection to a cellular network, which requires an active accout and balance (prepaid), or an active account (postpaid).
Neither is “free”.
You might be able find free WiFi, but that is nothing to do with a SIM
